第34掘:会議後半 (Part2)

"Forgive me for saying this, but the Saintesses are technically dead. If they appear in public, it will cause complications for the dungeon's management. I would prefer to avoid that."

It was a fair point. Even if they were technically deceased, the mere possibility that they might be alive would invite all sorts of trouble.

"…I understand what Milly is saying. But please, listen without getting angry. I support Elju and Rurua providing medical treatment. Since everyone thinks they’re dead, if they change their appearance—perhaps by cutting their hair or wearing glasses—they should look like different people. Besides, their healing arts don't require high-level recovery magic. If the other side decides to take action because of that, it simply means they are meddling where they shouldn't be."

As Eris spoke, Ratz chimed in.

"I see. You’re intentionally creating a point where problems are likely to arise. That way, since we know trouble is coming, it’s easier to deal with. And since they can't use force within this dungeon due to the designated protection, it’s safe, isn't it?"

"Yes," Eris agreed with Ratz’s explanation.

Hmm, using them as bait. I had considered that myself, but it would depend on the individuals involved.

"That’s the situation. If Elju and the others are willing, I’d like to build a clinic and have them run it. However, I need everyone to understand: this is not perfectly safe."

"What do you mean by that? If this is a dungeon under Yuki-sama’s designated protection, force cannot be used. Is that not the case?" Rurua asked, puzzled.

"Ah, you’ve come to equate 'no use of force' with 'safety.' You need to think about the loopholes in the rules. Listen, force cannot be used *inside* this dungeon... which means—"

"It can be used outside," Oriel finished. "So, if we were to be kidnapped while we were sleeping, there would be nothing stopping them?"

"Correct, Oriel. That said, I’ll provide everyone with rings that allow for teleportation. They’re set to warp you back to this banquet hall. But it’s not absolute. If you’re dragged outside and killed before you can use the ring, that’s the end of it. Try to avoid staying overnight in the villages or towns we build; always return here."

Everyone nodded solemnly at my words.

"Anyway, we’ve drifted off-topic. That’s the plan, but are Elju and Rurua okay with it?"

"Yes."

"We understand the risks."

*Establishment of a Clinic*

"Next is my turn. Since it hasn't been mentioned yet, I believe we should organize a patrol unit to maintain public order. As Ratz suggested, we can transition them from slaves to employees."

That was a given. Regardless of the population size, a patrol unit—a neighborhood watch, if you will—was necessary.

*Establishment and Deployment of a Patrol Unit*

No one seemed to object to this. In a way, Oriel’s suggestion was almost too safe.

"For my part, well... I think we should start planning the zoning for the villages and towns we are about to build."

The others didn't seem to understand what Rurua was getting at. Well, I suppose you wouldn't grasp the importance of this unless you’d managed a town before.

"Right. What Rurua is saying is that by separating residential areas from workplaces, it becomes easier to manage the population. I haven't seen the towns around here, but in places where nobles live, aren't the districts separated?"

"Ah, I see. So, you mean there will be problems if things are built randomly?"

"Exactly. For example, if there are houses right next to a noisy tavern, the residents won't be able to sleep, right?"

"Indeed."

"By zoning to a certain extent, we can ensure the safety of the people even if trouble arises. For instance, if there’s a residential district, do you think a fire would cause more damage during the day or at night?"

"That would naturally be at night, when everyone has returned home to sleep. Ah, that’s very easy to understand. During the day, everyone is gathered in the 'work district' where they perform their duties, correct?"

Through the exchange with Ratz, everyone seemed to grasp Rurua’s point. It was also to prevent the formation of undesirable spaces, like slums.

"Alright, I think we’ve covered most of the opinions. Now, let’s consider what we should tackle first. If you have any other necessities, speak up now. It’s a pain to add things after the fact."

I moved to the center to show everyone the whiteboard.
