"That should be fine. Aside from our Haire Church, the only other participants from the New Continent are Haiden, Findahl, and Seasypho—only three nations. Sending out notifications won't be much trouble. I believe the real issues lie with the Rogari and Ifu continents, don't you?"
Indeed. Since there are so few participating nations from the New Continent, such troubles are unlikely to occur.
"The Rogari Continent is no problem. They already participated in the previous Intercontinental Exchange Conference, and we’ve already crushed the idiots who caused trouble."
As Alstaire says, the small nations of the Rogari Continent participated in the first conference, so the communication should be thoroughly disseminated. Especially regarding Litea; since there was a small nation that acted like fools while masquerading under Litea's name, they will likely be even stricter this time. Of course, Roschur, Gartz, and Rumel have also participated before and have learned the ropes, so there shouldn't be any major problems there.
That leaves the one thing I'm most worried about...
"Hmm. The small nations and commoners of the Ifu Continent are mostly participating for the first time. That is certainly a concern."
"Mm. It is indeed worrying. Perhaps it would be best if the small nations from the Ifu Continent received a briefing at the town of Betan or during the inspection at the gate before proceeding."
That is the issue with the Ifu Continent. Since it’s their first time, there will inevitably be confusion and bewilderment. While it is reasonable to brief them before they arrive in Weed, there’s a catch...
"I see... that would be ideal. But if we handle the briefings at either the gate or in Betan, it will place a heavy burden on Weed. Couldn't we send notifications to each country before that? Even if we can't help it with the general public, we don't have the manpower to explain everything from A to Z to the dignitaries of every nation. Can't the major powers leading the delegations handle the preliminary briefings?"
Although the absolute number is still small, the workload at Betan—the gateway to Weed—and the Weed immigration checkpoint has become quite heavy. Yes, while the number of visitors from the Ifu Continent is small in the grand scheme of things, it is steadily increasing. If we add more duties now, it’s clear that the Immigration Bureau will run out of manpower. We’ve already been increasing staff and training them as immigration officers, but adding new procedures at this stage is quite difficult.
"If we had time until the event, that would be one thing, but we have less than a month left. We can't keep up with the training for new immigration procedures. We will do what we can, but I can state clearly that we will be far from perfect."
"That is certainly true. And increasing the number of Weed staff isn't realistic, either..."
"It's impossible. You can't just increase the staff of the Immigration Bureau so easily. This is the gateway to the country, after all. Alstaire, even if they aren't priests, could you train 100 novices into capable deacons in a month? Oh, and that goes for the rest of you, too."
"Impossible."
The answer came back immediately. Yes, it was an unreasonable request.
"So, it's a personnel issue now..."
"It seems you hadn't thought that far ahead."
"Well, I just assumed it would be fine if we explained things as they came. If we can't supplement the staff, the only other option is to have them arrive earlier, right?"
"By 'arriving earlier,' do you mean having them come before the Intercontinental Exchange Conference begins to avoid congestion?"
"Yeah. It's fine to have the major powers of the Ifu Continent handle the preliminary briefings, but that doesn't mean Weed shouldn't explain anything at all, right?"
"Well, I suppose so. Ah, so that's why you want them to arrive early."
That’s really the only way to handle it.
"Exactly. And while they are staying at the inns, we can send staff to brief the dignitaries. It would also be helpful if the Rogari and New Continent delegations could assist with the preliminary notifications, not just the Ifu Continent."
"I accept that task. We also wish to avoid any chaos during the conference, so I will ensure the Rogari Continent is notified."
"Likewise, I will ensure the Ifu Continent is thoroughly informed, along with Lady Hifie."
"Yes. It would be troublesome if any trouble were to arise with the Dragonkin."
"Indeed. The Haire Church also gives you our word."
And so, we discussed the introduction of the Dragonkin. I have plenty of other work to do, of course... It’s not just about participating or thinking about how to make an entrance. Arrangements must be made with all relevant parties. The effort required for that is no small feat.
