Wait—if that’s the case, why are Lady Sisua and Lady Sona the ones processing those documents?
As I tilted my head in confusion, mirroring the puzzled expressions of everyone else, Yuki-sama provided the answer.
"It’s true that the Resident Affairs Division, led by Prol, is responsible for drafting the paperwork. But the final authorization always rests with Seraria, the head of Weed. That much is certain."
"Yes, exactly as Yuki-sama says. We in the Resident Affairs Division verify that there are no errors in the submitted documents, then pass them up—in this case, to Seraria-sama—and once we receive her approval, they officially become residents of Weed."
"Oh, is that how it works?"
"Eh? Really?"
"It’s surprising that you two didn’t know, but I suppose it’s because the volume has decreased lately. When we first started, I laid the groundwork and everyone worked together to process everything. I imagine that sense of collective effort still lingers."
"That’s likely it. It feels like we’re all doing it together."

We weren't there at the time, but we know from studying Weed’s history that there was a period when the population surged all at once. Even I can understand that, with no staff to handle the paperwork, it must have been a nightmare.

"You’re right. Sona, let’s do our best to get this sorted."
"Got it. Well, hearing it from Yuki-sama reminded me, but it’s not nearly as bad as it was back then. Anyway, putting that aside, you said you were here for an inspection, but what exactly did you come to see? Or rather, you mentioned wanting to talk—did something happen?"
That’s right. We had come here to listen.
"Ah, for the inspection, we started with the bento shop, then moved on to the resort."
"I see. I trust the bento was delicious?"
"Yeah, yeah. At that rate, we can take orders without any issues~."
"That’s good to hear. The problem we found was at the resort."
"At the resort? Isn't Ratz-sama in charge of that?"

It seems the two of them haven't been briefed on the marine products or the merchandise yet.

Yuki-sama proceeded to explain the issues in detail. After all, the matters regarding marine products and merchandise aren't things Ratz-sama can decide on her own.
And when the two of them heard the explanation...
"I see. Indeed, the fishing port can hardly be called operational yet."
"We haven't even started recruiting. The sea isn't stable enough yet, and as Yuki-sama said, unless we turn it into a dungeon and keep it under constant surveillance, it’s too dangerous. The military reports monster incursions into our territorial waters every single day."
"That’s true. I believe a consultation is necessary. Also, regarding the merchandise, we haven't received any word from Mikos-sama. Does Yuki-sama know anything about that?"
"No, I haven't received any progress reports on the merchandise either. I'll ask about that as well. As for the marine products, would it be acceptable for the military to handle the initial harvesting? We also have support from Sea-Cypho, but..."
"Please leave that to your judgment, Yuki-sama. We are, after all, merely acting on your behalf."

Indeed, judging by the size of the creatures I saw earlier, anything less than a sturdy vessel would be pulverized in an instant.

And so, we headed off toward the naval port.
It’s a hassle, but it’s the paperwork that truly keeps things moving. As an adult, I understand that well. Of course, things get complicated and unnecessary red tape emerges, but it exists because it is, fundamentally, necessary.
