099 Lord’s Compilation 11 Territory Management 6 Immigration Policy

I scratched my head, wondering if I should officially name the Akr13 (provisional) system.

I’d considered calling it "Tir Na Nog," a paradise with three habitable planets like three islands, but the ownership rights seemed too messy—so I nixed it.

Next up, Tryaster—probably trademarked already.

Sure, I could try applying Earth’s laws, but why go looking for trouble?

If I ended up halting the release of a brand-new song, or forcing my idol activities into self-imposed silence, I’d be ashamed to look myself in the mirror.

I figured mythological names would be safe—except they’re not. Too many religions claim them, too many games have already trademarked them. Trouble, trouble, trouble.

But Greek mythology? Maybe that’s the way to go. Public domain stories—probably more lenient with naming rights.

Elysion, right? That’s the paradise from Greek mythology.

Elysion’s been used in every damn story ever made—copyright-free, no doubt.

The name just sounds cool. I like it.

“Alright. The AKR13 (provisional) system is officially named the Elysion System!”

And thus, the sixth prince’s primary system, Elysion, was born.

Got to find out what happened to my sister… and reclaim those Earth people who were kidnapped.

But to do that, I’ll need more power than I have now.

Better to wait than rush and lose. Build up strength slowly—then win.

“Now, I’ve got habitable planets… but no people. Gotta fix that somehow.

Can’t distribute resources if we’re not collecting what the planet naturally produces.”

At first, I thought the true Empire folk would be the ones most likely to settle here—but they seem to be avoiding anything that might catch the eye of the Usurper Empire.

Apparently, if we’re going to have immigrants, it’s only after I become emperor.

Asked the bureaucrats to send some over, and they said they’ll arrange it. Governor’s the one who decides, huh.

Next up: the little fiefdoms of the beastfolk.

They’re happy to move, but even if they all came, each tribe only numbers in the tens of thousands at best.

Three planets still have room even if a billion people moved in—so all that potential just sits idle.

Especially agriculture, fishing, livestock—everything’s just rotting in the fields.

“No point exporting food if nobody’s there to harvest it. Can’t earn foreign currency like that.”

Then we considered recruiting from imperial territories.

Apparently, that’s a clumsy move. People are resources. Losing them is like cutting off your own economy.

So, apparently, it’s basically declaring war.

True enough. The higher princes seem to be competing through economic warfare rather than direct combat. If they see me as hostile, that’d be a disaster for a lowly rookie like me.

Gotta get on better terms with the princes before I even think about approaching them.

“Earth immigrants, fleeing population explosions and fighting over food supplies… they’d be ideal….”

But I can’t bring myself to support Earth immigrants. It’s because of selfish terrorists and twisted capitalists obsessed only with profit.

Making money’s fine—but not at the cost of trampling human rights or stealing from people. That kind of profit? No thanks.

Social contribution. Work to make people happy, and profit follows. That’s my ideal.

Maybe it’s naive. But hey, that’s just who I am.

Alright—anyone who’ll come despite bad conditions, I’ll take them with me.

You can't choose your country at birth. There’s gotta be people who want to run away.

And so, this kind of job posting started showing up across Earth.

【Immigration Recruitment: Occupation—Agriculture, Fishing, Livestock. Extremely remote rural area. No entertainment. Agriculture: fertile farmland and farming tools provided. Fishing: fishing rights to abundant fishing grounds, boat, and gear provided. Livestock: livestock, barns, and tools provided. Transportation to site provided by us.

Simple housing will be provided, but land will be allocated—so we recommend building your own home to your liking. First-year food subsidy available.】

People who’d show up for a recruitment this bizarre? They’d probably accept a transfer to another world without blinking.

I figured it was just a low-effort task for SFO staff. Easy.

“Why did it end up like this?”

Refugees displaced by religious wars, commoners crushed under dictators, city-dwellers fleeing the suffocating grip of their homelands, and sturdy souls who’d go anywhere as long as they could send money back home.

Even the destitute could apply—and if they did, they’d get something. That alone drew an absurd number of applicants.

Just like how Germany’s generous protection drew refugees like a magnet, our terms seemed pretty generous too.

And no life-or-death escape required—transport provided, hand-holding included. Was this really the best we could do?

But if we just keep doing this, it’s basically a scam.

We tell them it’s emigration to another star system. If they still want to go, we take them. If they hesitate, we wipe their memories and send them back.

Standard SF0 procedure. Stations are basically a walk in the park for us.

"Anyway, whose job is this? The recruitment zone's messed up. How’re we supposed to recruit in combat zones or dictatorships?"

Side note—there are all kinds of weirdos in here.

Some think they can just take what they want, sell it, and vanish.

But there’s no escape once you’re there.

You pay back the return fare with the money from selling what you stole.

Then there are spies from militaristic nations who think they’ll just seize other rich planets.

But you can’t contact home while you’re out there.

And how exactly do you plan to send an invasion force across a whole star system?

Besides, we’re not even using Earth law to prosecute.

Not knowing is scary. But the greed of people willing to go this far? That’s scarier.

And then there’s the self-appointed自治会 friend who just won’t shut up.

"Anyone who shows up—we don’t turn them away. If they cause trouble, we erase their memories and send them back, right?"

Even if we bring in immigrants, we’ll need more hands for治安 maintenance, administrative procedures—stuff like that.

The station had pretty solid administrative services, you know.

Trying to build that from scratch? Brutal.

Would be nice to just hand it all over to someone with experience.

“I’m just a high school freshman, though… wait—! I forgot about school!”

I panicked and scrambled to set up a copy robot to get me to class.

Then it hit me—*an absolutely insane idea*.

“This is it! Just turn the bureaucrats into robots!”

Right away, I sent a request to the factory flagship. Produce bureaucrat-type robots (Earth-human appearance) and security bots (Earth-human appearance).

Languages: Earth-wide standard and Imperial official tongue. Bureaucrat types come with administrative knowledge. Security types get combat suppression navigation.

Set up neural support units to maintain constant data links.

Can’t avoid using humans in emergencies, though.

The station and Anoi fortress facilities were miniature versions of a nation.

If we use that as a reference, the necessary infrastructure becomes clear.

Money transfers can be handled via electronic currency. I’ll issue those wristbands to the residents.

When crops are shipped out, electronic money flows into the wristbands—money that can then be used to buy goods from shops.

That way, food rations can be managed with tickets, and smuggling becomes impossible.

Not letting those self-proclaimed自治 committees mess things up again.

Plus, people from entirely different nations will be living in the same area. Language differences? No problem—just use the wristbands for translation.

People with conflicting religious, ethnic, or cultural backgrounds will have to be kept separate.

“First things first—we need to get job classifications set up, administrative and commercial facilities built, and basic housing done ASAP. Redirect the factory ship’s production capacity toward that.”

Ugh. Gotta figure out transport somehow. Gotta secure food for the journey. Ugh. Isn’t there anyone I can just hand this all off to?

At that moment, someone popped into my head.

"Boss. No, sir—actually, Baron. Got a favor to ask."

Been pulling strings and lying to people lately. Should probably reflect on that.

Gotta make sure I’ve got a solid payoff ready.

Kae-de needs to be taken to that ocean resort planet.

Total score just broke 4,600 points.
